Article 1 To standardize the education and management of international students in our college, maintain a sound teaching order, and create a favorable learning and living environment, these Detailed Rules are formulated in accordance with the Higher Education Law of the People's Republic of China, the Measures for the Administration of Students in Regular Institutions of Higher Education (Order No. 41 of the Ministry of Education), the Code of Conduct for Students in Institutions of Higher Education, the Measures for the Administration of Recruitment and Cultivation of International Students in Institutions of Higher Education (Order No. 42 of the Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security), and the Quality Standards for Higher Education of International Students in China (Trial Implementation), and in light of the actual situation of our college.
Article 2 These Detailed Rules apply to full-time international academic students studying in our college; non-academic international students shall be disciplined with reference to these Rules.
Article 3 When imposing disciplinary sanctions on international students, the college shall adhere to the principles of fair procedure, sufficient evidence, clear basis, accurate characterization and appropriate sanctions. It shall combine education with sanctions and ensure the protection of students’ right to appeal.
Article 4 If an international student commits a disciplinary offense during holidays or in off-campus social activities such as educational internships, inspections or social practices, he/she shall be given criticism, education or disciplinary sanctions with reference to these Detailed Rules.
Article 5 The types of disciplinary sanctions are as follows:
(1) Warning;
(2) Severe Warning;
(3) Record of Demerit;
(4) Probation;
(5) Expulsion from School.
The duration of Warning and Severe Warning is 6 months, and the duration of Record of Demerit and Probation is 12 months, calculated from the date on which the disciplinary decision is made. For a disciplined student who suspends his/her studies or retains his/her student status for any reason, the period of suspension or retention of student status shall not be included in the disciplinary period. The probation period for international students in the graduation (completion) class shall end on the date of their graduation (completion) and departure from the college.
Article 6 If an international student violates the college’s rules and regulations but the circumstances are minor and not serious enough for disciplinary sanctions, he/she shall be given criticism and education to urge him/her to correct the mistake.
Article 7 If a disciplined international student does not commit any new disciplinary or illegal acts during the disciplinary period, the sanction shall be lifted in accordance with the college’s procedures upon the expiration of the period; if he/she commits new disciplinary or illegal acts, heavier sanctions shall be imposed.
Article 8 During the disciplinary period, a disciplined international student shall not be eligible for scholarships or honorary titles; if he/she has been awarded a scholarship, the unpaid part of the scholarship shall be suspended. If economic losses are caused, the student shall make compensation in accordance with the law. If an international student cadre is given a disciplinary sanction, his/her qualification as an international student cadre shall be revoked.
Chapter II Disciplinary Acts and Sanctions
Article 9 An international student shall be expelled from school if he/she is found in any of the following circumstances:
(1) Violating the Constitution of the People's Republic of China, undermining social stability and unity or disrupting social order;
(2) Violating Chinese laws and committing a criminal offense;
(3) Being subject to public security administration punishment due to serious and malicious circumstances;
(4) Violating the Exit and Entry Administration Law of the People's Republic of China, the Provisions on the Administration of Religious Activities of Foreigners within the Territory of the People's Republic of China and the college’s rules and regulations, thus seriously affecting the college’s educational and teaching order, living order or public place management order;
(5) Infringing upon the legitimate rights and interests of other individuals or organizations and causing serious consequences;
(6) Repeatedly violating the college’s regulations, being given disciplinary sanctions and refusing to correct after education.
Article 10 Those who harm social public order and the college’s educational and teaching order shall, in addition to bearing corresponding legal responsibilities, be dealt with in accordance with the following provisions based on the severity of the circumstances:
(1) Those who organize or participate in large-scale assemblies, marches, demonstrations, class boycotts, meal boycotts, meeting boycotts and other activities without approval in accordance with legal procedures and relevant provisions, and refuse to be dissuaded, shall be given Probation if they are organizers, and Warning or Severe Warning if they are participants; if the circumstances are particularly serious or serious consequences are caused, organizers shall be expelled from school;
(2) Those who fabricate or spread false and harmful information and cause adverse effects shall be given Warning or Severe Warning; if the circumstances are serious, they shall be given Record of Demerit or Probation;
(3) Those who watch or read obscene, superstitious or other illegal audio-visual products, online content, electronic materials or written works shall be given Warning or Severe Warning based on the circumstances and consequences; those who spread, sell or produce such materials shall be given Record of Demerit or Probation based on the circumstances and consequences;
(4) Those who intentionally create or spread computer viruses and other destructive programs, affect the normal operation of computer information systems, or attack or intrude into other people’s computer information systems or mobile communication network systems, and delete, modify or add their functions, data or programs shall be given sanctions ranging from Warning to Probation based on the severity of the circumstances;
(5) Those who intentionally obstruct college administrators from performing their official duties, insult, threaten or assault faculty and staff, or provoke trouble against faculty and staff shall be given sanctions ranging from Warning to Record of Demerit; if the circumstances are serious, they shall be given Probation; if the act constitutes a criminal offense or violates public security administration regulations with malicious circumstances, they shall be expelled from school;

(7) Those who intentionally tear up or arbitrarily alter notices issued by the college shall be given sanctions ranging from Warning to Record of Demerit;
(8) Those who illegally detain, open or misappropriate other people’s letters, parcels, money orders or other mail shall be given sanctions ranging from Severe Warning to Probation; if the circumstances are serious or malicious consequences are caused, they shall be expelled from school;
(9) Those who engage in religious activities on campus shall be expelled from school;
(10) Those who drink alcohol, smoke, make noise or commit other acts that disrupt public order in canteens, dormitories or other on-campus public places shall be given Warning or Severe Warning; those who get drunk or provoke trouble after drinking shall be given sanctions ranging from Record of Demerit to Probation based on the severity of the circumstances;
(11) Those who lend their valid certificates such as student ID cards, college badges or all-in-one cards to others and cause malicious consequences, or steal, fraudulently use or forge certificates shall be given sanctions ranging from Severe Warning to Probation;
(12) Those who forge teachers’ signatures to obtain leave approval shall be given Severe Warning; if the circumstances are serious, they shall be given Record of Demerit or Probation;
(13) Those who commit other acts that harm social public order and the college’s order shall be given corresponding sanctions based on the severity of the circumstances;
(14) Carrying or storing firearms, ammunition and other controlled instruments on campus is strictly prohibited; those who violate this provision shall be expelled from school once found.
Article 11 Those who establish or join illegal social groups or organizations and engage in illegal activities (including but not limited to illegal operations, illegal employment, illegal pyramid schemes and other illegal activities) shall be given Probation; those who are sentenced to criminal punishment or deported in accordance with the law shall be expelled from school.
Article 12 Those who violate the college’s safety management regulations and are found in any of the following circumstances shall, in addition to bearing corresponding legal and economic responsibilities, be dealt with in accordance with the following provisions:
(1) Those who use open flames in violation of regulations and refuse to be dissuaded shall be given Warning; if serious consequences are caused, they shall be expelled from school; the party concerned shall bear all responsibilities for personal injury or property loss caused thereby;
(2) Those who privately pull wires, modify public equipment, use electric stoves, electric heaters and other appliances in violation of regulations and refuse to be dissuaded shall be given sanctions ranging from Severe Warning to Probation; if serious consequences are caused, they shall be expelled from school; the party concerned shall bear all responsibilities for personal injury or property loss caused thereby;
(3) Those who organize students to go out for activities in the name of an organization without approval, or fail to implement safety measures during organized activities and cause accidents shall be given Record of Demerit;
(4) Students shall not swim in rivers, lakes or other waters without approval during their stay at school; violators shall be given Record of Demerit;
(5) Those who arbitrarily misappropriate or damage fire-fighting equipment or safety facilities shall be given sanctions no less than Severe Warning; those who cause catastrophic accidents shall be given Probation; if the circumstances are serious, they shall be expelled from school;
(6) Those who intentionally throw wine bottles, cigarette butts, garbage and other debris from corridors, balconies or windows shall be given sanctions ranging from Warning to Record of Demerit; if personal injury is caused, they shall be given sanctions ranging from Probation to Expulsion from School;
(7) Those who enter or exit the college or apartment buildings through abnormal means such as climbing over walls or doors, obstructing or damaging public access control systems, or climbing over dormitory balconies to enter other dormitories shall be given sanctions ranging from Severe Warning to Expulsion from School based on the severity of the circumstances;
(8) Those who illegally use or park vehicles on campus and refuse to correct after repeated education shall be given Severe Warning; those who cause traffic accidents shall be given Record of Demerit;
(9) Those who commit other acts violating safety management systems shall be given corresponding sanctions based on the severity of the circumstances.
Article 13 Students shall consciously abide by the college’s public management systems; those who violate the systems shall be given corresponding sanctions based on the severity of the circumstances:
(1) Bringing breakfast, smoking, dressing inappropriately or committing other uncivilized acts in teaching or office places and refusing to obey management shall be given Warning;
(2) Failing to carry valid personal certificates when entering or exiting the college and refusing to obey management shall be given Warning;
(3) Littering, hindering public health and refusing to correct after repeated education shall be given Warning;
(4) Committing uncivilized heterosexual interaction acts on campus or in public places and refusing to be dissuaded shall be given Warning; if the circumstances are serious, they shall be given Severe Warning;
(5) Those who insult or defame others shall be given sanctions ranging from Warning to Record of Demerit; those who damage others’ personality and reputation shall be given Probation; if the circumstances are particularly serious, they shall be expelled from school;
(6) Those who intentionally attack or harass others through the Internet or mobile phone text messages, or delete or modify others’ information and data, thus seriously affecting others’ study and life or causing losses to others shall be given sanctions ranging from Record of Demerit to Probation based on the severity of the circumstances;
(7) Those who insult the opposite sex with vulgar words and deeds, harass the opposite sex by means of mobile phones or the Internet, or force others to have a relationship with them in the name of dating shall be given Record of Demerit; those who damage the personal reputation of the opposite sex shall be given Probation; if the circumstances are particularly serious, they shall be expelled from school;
(8) Those who commit other acts that harm social public order and the college’s order shall be given corresponding sanctions based on the severity of the circumstances.
Article 14 Those who intentionally damage public or others’ property shall, in addition to making compensation at the market price, be dealt with in accordance with the following provisions:
(1) Those who intentionally damage public or others’ property with a value of less than 500 yuan shall be given Warning or Severe Warning;
(2) Those who intentionally damage public or others’ property with a value of more than 500 yuan shall be given Record of Demerit; if the circumstances are serious, they shall be given sanctions ranging from Probation to Expulsion from School.
Article 15 Those who commit acts of illegal possession, theft or fraud of public or private property shall, in addition to returning the property in full and being punished in accordance with the relevant provisions of the public security organ, be given the following sanctions respectively:
(1) Those involving an amount of less than 2,000 yuan shall be given Warning or Severe Warning;
(2) Those involving an amount of 2,000 yuan or more (including 2,000 yuan) but not constituting a crime shall be given Record of Demerit or Probation; those who commit a crime shall be expelled from school;
(3) Those who commit multiple crimes or gang crimes shall be expelled from school;
(4) Those who steal others’ all-in-one cards, credit cards, etc. for malicious consumption or cash withdrawal with the purpose of illegally possessing others’ property shall be deemed to have committed theft; those who fraudulently use others’ all-in-one cards, credit cards, etc. for malicious consumption or cash withdrawal after picking them up with the purpose of illegally possessing others’ property shall be deemed to have committed fraud. The above acts shall be dealt with in accordance with Paragraphs (1) and (2) of this Article.
Article 16 Those who harbor stolen money or goods, conceal the truth when knowing the facts, or harbor the offenders in any way to hinder the investigation shall be given sanctions ranging from Record of Demerit to Expulsion from School based on the severity of the circumstances.
Article 17 Gambling in any form is prohibited; those who violate this provision shall be dealt with in accordance with the following provisions once found:
(1) Those who participate in gambling or disguised gambling in any form, or provide gambling venues, funds or gambling tools for others shall be given Severe Warning or Record of Demerit based on the severity of the circumstances; those who participate in gambling repeatedly and refuse to correct shall be expelled from school;
(2) Playing mahjong on campus is prohibited; those who violate this provision shall be dealt with in accordance with Paragraph (1) of this Article;
(3) Those who organize, force or induce others to gamble shall be given Probation; if the circumstances are serious, they shall be expelled from school;
(4) Those who cause fights or other consequences due to gambling shall be expelled from school;
(5) Those whose gambling acts violate Chinese laws and are subject to criminal or administrative punishment shall be expelled from school.
Article 18 Those who organize, plan or participate in fights or intentionally injure others shall, in addition to bearing the liability for compensation for damages in accordance with the law, be dealt with in accordance with the following provisions:
(1) Those who intentionally injure others shall be given sanctions ranging from Severe Warning to Record of Demerit; those who cause minor injuries to others shall be given Probation; if the circumstances are serious, they shall be expelled from school;
(2) Those who organize or plan fights shall be given Record of Demerit; those who cause consequences shall be given Probation; if the circumstances are serious, they shall be expelled from school;
(3) Those who participate in fights shall be given sanctions ranging from Severe Warning to Record of Demerit; those who cause minor injuries to others shall be given Probation; if the circumstances are serious, they shall be expelled from school;
(4) Those who do not participate in fights but maliciously cause fight consequences or take sides to aggravate the situation shall be given Severe Warning or Record of Demerit;
(5) Those who take improper means to "settle" fights privately shall be given Warning; those who continue to threaten others or take retaliatory acts after the college’s handling shall be given Probation; if the circumstances are serious, they shall be expelled from school;
(6) Those who injure others with weapons and cause serious consequences shall be expelled from school;
(7) Those who cause minor injuries or more to others shall be expelled from school;
(8) Those who provide weapons for others to fight and cause injuries shall be expelled from school;
(9) Those who gather off-campus personnel to assault others shall be expelled from school.
Article 19 Those who shelter, instigate, coerce, entice, carry, smuggle, sell or take drugs (including marijuana) shall be expelled from school.
Article 20 Those who violate the college’s relevant regulations on international student apartment management shall be given the following sanctions based on the severity of the circumstances:
(1) Returning to the apartment later than the specified time without approval shall be deemed as "late return". One late return shall result in a circular of criticism; those who return late repeatedly shall be given sanctions ranging from Warning to Record of Demerit;
(2) Staying out overnight without approval shall be given Warning; those who stay out overnight repeatedly shall be given sanctions ranging from Severe Warning to Expulsion from School based on the severity of the circumstances;
(3) Renting houses off-campus without approval and without special reasons shall be given sanctions ranging from Probation to Expulsion from School based on the severity of the circumstances;
(4) Arbitrarily changing dormitories or refusing to obey the college’s unified dormitory adjustment without approval and refusing to correct after education shall be given Warning or Severe Warning;
(5) Accommodating off-campus personnel in the student apartment or bringing off-campus personnel to stay in the apartment without approval shall be given Warning for the first offense; those who violate this provision repeatedly shall be given Severe Warning. If theft, fraud or other illegal and disciplinary consequences are caused due to accommodating non-dormitory personnel, the responsible person shall bear all economic losses and relevant legal responsibilities and be given Record of Demerit;
(6) Staying in the opposite sex’s dormitory without approval shall be given Severe Warning; those who accommodate others in their dormitories or stay in others’ dormitories and cause serious consequences shall be given sanctions ranging from Severe Warning to Probation;
(7) Those who use audio equipment or make noise to disrupt the apartment management order and affect others’ normal study and life, and refuse to be dissuaded shall be given sanctions ranging from Warning to Probation based on the severity of the circumstances;
(8) Those who illegally use high-power electrical appliances or keep pets in the apartment and refuse to be dissuaded shall be given sanctions ranging from Warning to Record of Demerit;
(9) Those who fail in dormitory hygiene inspections or star-rated dormitory evaluations, refuse to correct after repeated education or cause malicious effects shall be given sanctions ranging from Warning to Probation;
(10) Those who promote goods, post or hang commercial promotional materials in the apartment, or engage in commercial activities without approval shall be given Warning; if serious consequences are caused, they shall be given sanctions ranging from Severe Warning to Probation;
(11) Those who commit other acts that disrupt the college’s living order and violate apartment management regulations shall be given corresponding sanctions based on the severity of the circumstances.
Article 21 Those who violate attendance discipline shall be given the following sanctions based on the circumstances:
(1) Being late or leaving early without reason for 3 times in total in one semester shall be counted as 1 class hour of absence without reason;
(2) Being absent from class for 10-19 class hours in total in one semester shall be given Warning;
(3) Being absent from class for 20-29 class hours in total in one semester shall be given Severe Warning;
(4) Being absent from class for 30-39 class hours in total in one semester shall be given Record of Demerit;
(5) Being absent from class for 40 or more class hours in total in one semester shall be given Probation;
(6) Those who are absent from class again during the disciplinary period or refuse to correct after repeated education may be expelled from school;
(7) Those who obtain attendance records by fraudulent means shall be given sanctions ranging from Severe Warning to Expulsion from School based on the circumstances;
(8) Those who fail to participate in the teaching activities specified by the college for two consecutive weeks without approval shall be ordered to withdraw from school.
Article 22 Those who violate classroom discipline, use mobile phones or other electronic devices to engage in activities unrelated to teaching in class, and disrupt the normal teaching of teachers shall be given Warning; those who refuse to correct after repeated education shall be given Record of Demerit.
Article 23 Those who violate rules and regulations or operating procedures in experiments, practical training or internships shall, in addition to compensating for economic losses in accordance with regulations, be dealt with in accordance with the following provisions if they are found in any of the following circumstances:
(1) Those who violate operating procedures and cause equipment damage or personal injury shall be given Severe Warning;
(2) Those who arbitrarily use equipment unrelated to the experiment or practical training, disassemble equipment without permission or take it out of the room, thus causing accidents or losses shall be given Severe Warning;
(3) Those who fail to report in time or intentionally conceal the facts when an accident occurs due to illegal operation shall be given Warning.
Article 24 Those who violate exam discipline or cheat in exams shall be given the following sanctions based on the severity of the circumstances:
(1) An international student who violates exam room discipline in any exam organized by the college and commits any of the following acts shall have his/her exam score recorded as zero and be given Severe Warning or Record of Demerit:
Refusing to sit in the designated seat and refusing to follow the invigilator’s arrangement;
Bringing mobile phones or other items not permitted in the exam into the exam room and failing to place them in the designated area;
Refusing to show valid certificates when required by the invigilator;
Entering or exiting the exam room without the invigilator’s permission during the exam;
Failing to leave the exam room in time after submitting the exam paper and refusing to follow the invigilator’s advice;
Looking around and refusing to follow the invigilator’s advice;
Other acts that violate exam room rules but do not constitute cheating.
(2) An international student who commits any of the following acts in any exam organized by the college shall be deemed to have cheated in the exam; he/she shall have his/her exam score recorded as zero and be given sanctions ranging from Probation to Expulsion from School:
Whispering to others, asking for answers, peeking at or copying others’ exam papers;
Passing notes, gesturing, exchanging exam papers (including both parties involved in the exchange), or intentionally allowing others to copy one’s own exam paper or providing convenience for others to copy answers;
Bringing books, notes, materials, etc. into the exam room for a closed-book exam, or exchanging books, notebooks or relevant exam materials for an open-book exam (including both parties involved in the exchange);
Looking at others’ answers or altering one’s exam paper after submitting it;
Violating exam room discipline for the second time;
Being found with cheating traces in the exam room after the exam, or being reported by others, or being found with cheating suspicion during paper marking and verified as true;
Other acts that shall be deemed as cheating.
If a student cheats for the first time and cheats again before the sanction is lifted, he/she shall be expelled from school.
(3) An international student who commits any of the following acts in any exam organized by the college shall be deemed to have cheated seriously in the exam; he/she shall have his/her exam score recorded as zero and be expelled from school:
Asking others to take the exam on his/her behalf or taking the exam on behalf of others;
Cheating with communication equipment or other devices;
Participating in organizing cheating;
Selling exam questions or answers to others for profit;
Snatching or stealing others’ exam papers or answer sheets, or forcing others to provide convenience for one’s own copying;
Other acts of serious cheating or disrupting exam order.
Article 25 Those who engage in fraud (such as falsifying data, having papers written by others or buying/selling papers) in scientific research, thesis writing, report writing, graduation design or social practice activities, or plagiarize others’ achievements by means of copying shall be given sanctions ranging from Severe Warning to Expulsion from School based on the severity of the circumstances and consequences.
Article 26 New international students entering China, and returning international students who have left China for holidays, internships, etc., must register their foreigner accommodation information with the local police station in the place of residence within 24 hours after re-entering China. Those who violate this provision shall be given sanctions ranging from Severe Warning to Expulsion from School based on the punishment imposed by the public security organ.
Article 27 International students whose residence permits or visas expire due to violating the Exit and Entry Administration Law of the People's Republic of China shall be given the following disciplinary sanctions by the college respectively:
(1) Expiration of 1-10 days: Record of Demerit;
(2) Expiration of 11-30 days: Probation;
(3) Expiration of more than 31 days: Expulsion from School;
(4) Those who illegally obtain others’ passports by means of deception or concealment, or fraudulently obtain residence permit extensions shall be given sanctions ranging from Probation to Expulsion from School based on the severity of the circumstances;
(5) Those who fail to obtain residence permits due to expired passports or other reasons shall be given sanctions ranging from Record of Demerit to Expulsion from School based on the severity of the circumstances.
Article 28 For disciplinary acts not listed in these Detailed Rules that indeed require sanctions, reference may be made to the college’s relevant management regulations, or the School of International Education shall jointly study and make a decision with the college where the student’s major is located, and put forward handling opinions.
Chapter III Sanction Authority and Procedures
Article 29 The disciplinary action process for international students shall be implemented with reference to that for domestic students.Those who violate the provisions of Article 24 of these Detailed Rules shall be subject to disciplinary actions jointly by the School of International Education and the Academic Affairs Office.Those who violate other provisions shall be subject to disciplinary actions by the School of International Education.
Article 30 Sanction Authority and Approval Procedures
(1) For sanctions lighter than Record of Demerit, the School of International Education shall jointly put forward sanction opinions with the college where the disciplined student’s major is located, submit them to the disciplinary sanction management department for review, and the college shall issue a document uniformly;
(2) For Probation and Expulsion from School, the School of International Education shall jointly put forward preliminary opinions with the college where the disciplined student’s major is located, and submit them to the disciplinary sanction management department for review. Probation shall be approved by the college’s in-charge leader; Expulsion from School shall be further submitted to the President’s Office Meeting for approval, and the handling result shall be filed with the Zhejiang Provincial Department of Education and the Exit-Entry Administration Bureau of Wenzhou Public Security Bureau;
(3) For incidents of violating exam discipline or cheating in exams, the college where the student’s major is located shall be responsible for investigation and confirmation, put forward handling opinions, and then transfer the relevant materials to the School of International Education for handling;
(4) When relevant departments of the college discover international students’ disciplinary acts within their management authority, they shall conduct an investigation in a timely manner, and report to the Security Department for investigation if necessary. For public security incidents handled by the Security Department, the Security Department shall put forward handling suggestions and submit them to the School of International Education for handling;
(5) For the determination of the investigation institution for the same disciplinary incident involving international students from more than two colleges, it shall be reported to the School of International Education for communication and coordination; if necessary, it shall be submitted to the Student Affairs Office for determination, and a temporary joint international student disciplinary handling team may be established among the colleges where the involved students’ majors are located to properly handle the disciplinary incident;
(6) Before making a disciplinary decision, the School of International Education shall inform the student in writing of the proposed sanction, as well as the facts and basis; the international student or his/her agent shall have the right to state the facts and submit written reasons for defense to the School of International Education within 3 working days after receiving the notice; if the student fails to exercise the right to defend after receiving the notice, it shall be deemed as voluntary waiver of the right to defend;
(7) After the disciplinary decision is made, the college may announce the sanction imposed on the disciplined international student in an appropriate manner on campus. The disciplinary decision document shall include the basic information of the disciplined person, the facts and evidence for imposing the sanction, the type, basis and duration of the sanction, and the channel and time limit for appeal;
(8) The disciplinary decision document shall be delivered to the disciplined student for signature; if the student refuses to sign, it shall be deemed as delivered with the signature of two witnesses; if the student has left the college, it may be delivered by mail; if it is difficult to contact the student, it may be delivered by public announcement through the college’s website, news media, etc.;
(9) All types of disciplinary decisions and the lifting of such disciplines shall be uniformly issued by the School of International Education.
Article 31 Appeal of Disciplined International Students
(1) If an international student has objections to the disciplinary decision, he/she may submit a written appeal to the School of International Education within 5 working days from the date of receiving the disciplinary decision document; appeals submitted after the time limit shall not be accepted;
(2) The School of International Education shall review the appeal submitted by the international student and make a review conclusion within 15 working days from the date of receiving the written appeal, and inform the appellant. If the situation is complex and a conclusion cannot be made within the specified time limit, it may be extended by 15 days with the approval of the president. If it is necessary to change the original disciplinary decision, the School of International Education shall request the college to study and make a decision;
(3) If the international student has objections to the review decision, he/she may submit a written appeal to the College within 15 working days from the date of receiving the college’s review decision.
Article 32 Lifting of Sanctions
After a disciplined international student submits an application for lifting the sanction, it shall be handled in accordance with the following procedures:
(1) International students who have a deep understanding of their disciplinary violations and show repentance during the disciplinary period may have the discipline lifted on schedule upon review and approval by the School of International Education.
(2) Graduating international students who have performed well, committed no further disciplinary violations, and have served a disciplinary period of at least 6 months may have the discipline lifted in advance upon review and approval by the School of International Education and submission to the discipline management department for verification.
Article 33 An international student expelled from school shall complete the departure procedures within 7 days from the date of receiving the disciplinary decision document and cancel his/her student visa to China at the Exit-Entry Administration Bureau of Wenzhou Public Security Bureau; if he/she fails to complete the procedures within the time limit, the college shall compulsory complete the procedures. An expelled student may apply to the college for a study certificate.
Chapter IV Supplementary Provisions
Article 34 All documents concerning the imposition and lifting of disciplinary sanctions on international students shall be truthfully and completely filed in the student’s personal file.
Article 35 The terms "above", "below" and "within" mentioned in these Detailed Rules all include the number itself.
Article 36 These Detailed Rules shall come into force on the date of issuance and shall be interpreted by the School of International Education.
