Measures for the Administration of International Student Scholarships

Chapter I Regulations on the Administration of Chinese Government Scholarships


Article 1 The living allowance for the Chinese Government Scholarship shall be distributed monthly on a regular basis by the university starting from the date of the scholarship recipient’s enrollment. For new students who register on or before the 15th of the month, the full month’s scholarship living allowance shall be issued; for those who register after the 15th, half a month’s scholarship living allowance shall be issued. The scholarship living allowance for graduating students shall be issued until half a month after the graduation date determined by the university.


Article 2 The scholarship living allowance shall be suspended for students who suspend their studies, withdraw from school, or return to their home countries after completing their studies. During the holidays specified by the university, the scholarship living allowance shall still be distributed as usual. If a scholarship recipient fails to collect the allowance on time due to leaving the campus for vacation during holidays, the allowance can be reissued upon their return to campus. Additionally, if a scholarship recipient fails to register at the university on time without asking for leave, leaves the campus for non-health reasons, or is absent from classes for more than 15 days, the scholarship living allowance for that month shall be suspended.


Article 3 Scholarship recipients who need to suspend their studies due to pregnancy or serious illness shall return to their home countries for childbirth or recuperation, and the travel expenses for returning home shall be borne by themselves. For students approved by the university to suspend their studies, their eligibility for the scholarship may be retained for a maximum of one year, but the scholarship living allowance shall be suspended during the suspension period. For scholarship recipients who suspend their studies for other reasons, their eligibility for the scholarship shall not be retained.


Article 4 Outpatient medical expenses refer to the daily outpatient expenses incurred by students when seeking medical treatment at the university hospital or hospitals designated by the university. After seeking medical treatment, students shall pay a certain proportion of the expenses by themselves in accordance with the university’s relevant regulations.


Article 5 Comprehensive Medical Insurance for International Students under the Chinese Government Scholarship is a comprehensive medical insurance purchased by China’s Ministry of Education for scholarship recipients studying in China. It is mainly used to cover expenses incurred by students due to inpatient treatment for major illnesses or personal injuries caused by accidents. The university where the scholarship recipient is studying or the rescue agency that handles advance payment shall file a claim with the insurance company using the relevant expense receipts in accordance with the pre-specified insurance clauses. The insurance company will not accept individual claims.


Article 6 In principle, scholarship recipients shall not change their admitted university after coming to China. They also shall not change their major of study or duration of study in principle.


Article 7 International students who have obtained the qualification for the Chinese Government Scholarship must apply for a student visa to China at Chinese embassies (consulates) or other overseas visa-issuing authorities. They need to present the original and copy of the Admission Notice, Visa Application Form for Foreign Students Studying in China (Form JW201), Foreigner Physical Examination Record, and their valid ordinary passport. Specifically, those who plan to study in China for more than six months must apply for an "X" visa while those who plan to study for less than six months must apply for an "F" visa. The university will not register students who come to China with other types of passports or visas, or without the original copies of the above-mentioned documents. It will also not handle their residence formalities in China.


Article 8 Recipients of the Chinese Government Scholarship must report to the designated university to complete registration procedures on the enrollment date specified in the Admission Notice. They need to bring the original copies of the Admission Notice, Visa Application Form for Foreign Students Studying in China (Form JW201), and Foreigner Physical Examination Record. Students who cannot report on time due to special reasons shall apply for leave directly to the relevant university. Those who fail to report on time without the university’s approval shall be treated as having voluntarily abandoned their student status, and their scholarship qualification shall be automatically cancelled.


Article 9 Scholarship recipients who plan to study in China for more than six months must go to the health and quarantine department to complete health certification within the specified time after arriving in China. They need to present their passport, Admission Notice, Foreigner Physical Examination Record (original), and blood test report (original). Those whose Foreigner Physical Examination Record is unqualified will be required to undergo a re-examination. Those who refuse to undergo the physical examination or are found to have diseases that are not allowed to enter China in accordance with Chinese laws after the examination shall be required to leave China within a specified time limit.


Article 10 Scholarship recipients must go to the public security department in the place where the university is located to complete residence permit formalities within 30 days from the date of their arrival in China. This requirement applies only after they have passed the health certification or re-examination, and they need to present their passport, Admission Notice, and Visa Application Form for Foreign Students Studying in China (Form JW201).


Article 11 In accordance with the provisions of the Annual Review Measures for Chinese Government Scholarships, all scholarship recipients who study in China for more than one academic year must participate in the annual review of the scholarship. The China Scholarship Council (CSC) entrusts each university to conduct a comprehensive review of scholarship recipients’ academic performance, learning attitude, attendance, behavior, and rewards and punishments. This review is carried out in accordance with the requirements of the Annual Review Measures for Chinese Government Scholarships.


Article 12 Only scholarship recipients who pass the review are eligible to continue enjoying the scholarship for the next academic year to study in China. Those who fail the review shall have their scholarship qualification for the next academic year suspended or cancelled.


Article 13 Students whose scholarships have been suspended may participate in the annual scholarship review for the next academic year if they wish to resume their scholarship qualification. They may also apply to resume their scholarship qualification after passing the review.


Article 14 Students whose scholarship qualification has been cancelled shall not have their qualification restored.

Chapter II General Provisions of the Measures for the Administration of International Student Scholarships of Zhejiang Industry & Trade Vocational College

Article 15 International student scholarships are designed to attract high-quality international students to study at the College, promote the all-round improvement of international students’ comprehensive quality, and cultivate high-quality talents who understand China, are friendly to China, and love China. These Measures are formulated in accordance with the Measures for the Administration of Recruitment and Cultivation of International Students in Schools (Order No. 42 of the Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security), the Quality Standards for Higher Education of International Students in China (Trial Implementation) (Jiaowai [2018] No. 50), and other relevant documents of higher-level authorities. They also take into account the actual situation of the College.


Article 16 International student scholarships are open to international students who intend to study at the College or are already studying at the College as academic degree-seeking students.


Article 17 The review of international student scholarships shall adhere to the principles of "openness, fairness, impartiality, and merit-based selection".

Chapter III Types and Standards of Scholarships

Article 18 The College’s international student scholarships are divided into four categories. These are Academic Scholarships, Excellent Academic Student Scholarships, HSK/HSKK Incentives, and Zhejiang Provincial Government Scholarships.


Article 19 Quotas and Amounts of International Student Scholarships
(1) Academic Scholarships
Academic Scholarships cover all tuition fees and on-campus accommodation fees of international students, with a funding period of three years. Applications are submitted on an academic year basis, and the specific number of funded students shall be implemented in accordance with the enrollment brochure of the current academic year.


(2) Excellent Academic Student Scholarships


First-class scholarships: They account for 5% of the class size, with an amount of 1,500 yuan per person.

Second-class scholarships: They account for 10% of the class size, with an amount of 1,000 yuan per person.

Third-class scholarships: They account for 15% of the class size, with an amount of 500 yuan per person.


For international students who study in mixed classes with domestic students, the review of their Excellent Academic Student Scholarships shall be incorporated into the unified review process of their respective domestic classes.


(3) HSK/HSKK Incentives
The incentives are targeted at international students who pass the Chinese Proficiency Test (HSK/HSKK) during their studies at the College. The incentive standards are as follows:


1,400 yuan per person for passing HSK Level 6;

1,200 yuan per person for passing HSK Level 5;

600 yuan per person for passing HSK Level 4;

300 yuan per person for passing HSK Level 3.


(4) Zhejiang Provincial Government Scholarships
The quotas and amounts shall be determined in accordance with the allocation plan of the Zhejiang Provincial Government Scholarship Program for International Students in China.

Chapter IV Application for Scholarships

Article 20 Eligibility Criteria for International Student Scholarship Applications
(1) Applicants must meet the following requirements:


They must hold foreign nationality and a valid foreign passport, be friendly to China, and be in good physical and mental health. They must also abide by Chinese laws, regulations, and the College’s rules and regulations, with no disciplinary records.

They must be honest and trustworthy, of good conduct, and respect teachers and classmates.

They must have a serious learning attitude and complete the required learning tasks. Academic degree-seeking students must earn no fewer credits than the minimum requirement specified in the training plan in the previous academic year. Applicants who are Chinese language students must attend Chinese language courses and related cultural activities on time.


(2) Applicants who fall into any of the following circumstances shall not be eligible for the selection of Academic Scholarships, Excellent Academic Student Scholarships, or Zhejiang Provincial Government Scholarships:


Those who have been detained in criminal custody, given public security penalties, or administrative penalties for violating Chinese laws and regulations.

Those who have violated the College’s rules and regulations.

Those who have failed any course assessment specified in the talent training plan.

Those who fail to actively participate in various public welfare activities and social practice activities organized by the College.

Those whose dormitories have been awarded fewer than 2 stars in the comprehensive evaluation of star-rated dormitories for the final assessment of an academic year (two semesters).


(3) In principle, applicants shall not receive both the Zhejiang Provincial Government Scholarship and the Academic Scholarship in the same academic year.


Article 21 Application Materials for International Student Scholarships
(1) Academic Scholarships
In principle, applicants shall submit the following materials to the College:


Application Form for the "Belt and Road" Academic Scholarship for International Students of Zhejiang Industry & Trade Vocational College;

Proof of the highest educational qualification or graduation certificate. For applicants who are currently studying at another institution, a certificate of enrollment issued by their current institution shall also be submitted;

Academic transcript from the graduating institution;

Copy of the passport’s biographical page;

Physical examination certificate issued within six months;

Other supplementary materials to support the application.


Materials not in Chinese or English must be accompanied by a notarized or officially recognized Chinese or English translation. If necessary, applicants may also be required to submit other supplementary application materials.


Note: Current students applying for Academic Scholarships only need to submit the application form.


(2) Excellent Academic Student Scholarships
Applicants shall submit the following materials to the College:


Application Form for Excellent Academic Student Scholarships for International Students of Zhejiang Industry & Trade Vocational College;

Academic transcript of the previous academic year. This transcript must be signed by the class supervisor of the applicant’s class and sealed by the School of International Education (hereinafter referred to as "SIE");

Recommendation letter from the class supervisor;

Other supplementary materials to support the application.


(3) HSK/HSKK Incentives
Applicants shall submit the following materials to the College:


Application Form for HSK/HSKK Incentives for International Students of Zhejiang Industry & Trade Vocational College;

Copy of the HSK/HSKK score report;

Recommendation letter from the class supervisor.


(4) Zhejiang Provincial Government Scholarships
The application shall be conducted in accordance with the Measures for the Administration of Zhejiang Provincial Government Scholarships for International Students in China.

Chapter V Review of Scholarships

Article 22 Review Methods and Procedures for International Student Scholarships
(1) A Scholarship Review Working Group (hereinafter referred to as the "Review Group") shall be established. The group leader shall be the person in charge of the International Cooperation and Exchange Office (SIE), and members shall include the vice dean of the International Cooperation and Exchange Office (SIE), leaders in charge of international student affairs of each secondary college, international student counselors, and class supervisors.


(2) For Academic Scholarships:
Before enrollment, the International Cooperation and Exchange Office (SIE) shall review the applicants’ eligibility and materials during the enrollment process. It will determine the qualified recipients in accordance with the enrollment plan of the current academic year. After enrollment, the Review Group shall review the applicants to determine the qualified recipients. The results shall be submitted to the Review Group for verification and then to the President’s Office Meeting for final approval. Recipients who fail the review shall have their scholarship qualification suspended or cancelled.


(3) Excellent Academic Student Scholarships shall be selected once per academic year. The evaluation shall be based on the following criteria: 65% for academic performance, 15% for attendance management, 15% for dormitory civilization, and 5% for the class supervisor’s evaluation. The specific review procedures are as follows:


Student application: Eligible students shall submit a written application and relevant supporting materials to their class.

Class selection: A scholarship evaluation subgroup shall be established in each class, with the class supervisor as the group leader and student cadres and student representatives as members. The subgroup shall conduct a comprehensive quality assessment of eligible students and initially propose a list of recommended scholarship recipients for the class.

Review by the Review Group: The International Cooperation and Exchange Office (SIE) shall conduct a preliminary review based on the selection criteria and the personal materials of students recommended by the class. It will determine the list of candidates and submit it to the Review Group for verification. After verification, the list shall be publicly announced on SIE’s platform for 5 working days.

College approval: After reviewing the selection results of international student scholarships, the Review Group shall submit the results to the in-charge college leader for approval. It will then submit the results to the President’s Office Meeting for final approval.


(4) HSK/HSKK Incentives shall be selected once per semester. The Review Group shall review the applicants’ eligibility and materials, and submit the results to the in-charge college leader for approval. It will then submit the results to the President’s Office Meeting for final approval.


(5) The review of Zhejiang Provincial Government Scholarships shall be conducted in accordance with the notice of the Zhejiang Provincial Department of Education.


(6) Scholarships for new academic degree-seeking students shall be distributed in a lump sum within 1 month after their enrollment and registration. Scholarships for current excellent academic degree-seeking students and Chinese language students shall be distributed on an academic year basis, and they will be disbursed in two installments (for the first and second semesters respectively) to the students’ bank accounts. Individual scholarships shall be distributed in a lump sum within 1 month after the review and approval.


Article 23 International student scholarship recipients shall be recognized by the College through an official document, and they will be issued with a certificate of honor. The award shall be recorded in the international students’ files. Scholarship recipients shall complete the registration procedures on time and maintain good academic performance and behavior.

Chapter VI Others

Article 24 If a scholarship recipient is found to have engaged in fraud or deceived the authorities, their honor shall be revoked. The scholarship shall be suspended or the distributed funds shall be recovered, and disciplinary sanctions shall be imposed based on the severity of the circumstances.


Article 25 During the scholarship period, if an international student applies for suspension of studies, the scholarship disbursement shall be suspended. If they apply for withdrawal from school, the scholarship qualification shall be cancelled. If they engage in any illegal or disciplinary acts or activities that endanger China’s social order, the distributed scholarship funds shall, in principle, be recovered.


Article 26 These Measures shall be interpreted by the International Cooperation and Exchange Office (SIE).
