Measures for the Administration of International Students' Student Status

Chapter I General Provisions

Article 1 To standardize the education and management of international students in our university, these Measures are formulated in accordance with the Measures for the Administration of Recruitment and Cultivation of International Students in Institutions of Higher Education (Order No. 42 of the Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security), the Notice of the Ministry of Education on Issuing the Quality Standards for Higher Education of International Students in China (Trial Implementation) (Jiaowai [2018] No. 50), and the Guiding Opinions on Strengthening the Recruitment and Cultivation of International Students in Colleges and Universities of Zhejiang Province (Zhejiang Higher Education International Student Management Committee [2022] No. 006), as well as in light of the actual situation of the university.


Article 2 International students must strictly abide by the laws of the People's Republic of China and respect the customs and habits of the Chinese people. They shall comply with the relevant rules and regulations of Zhejiang University of Technology, study diligently in accordance with the teaching plan and arrangements, enhance friendship and understanding with people from all over the world, respect the customs and habits of various countries, and promote the exchange and cooperation in education, culture and economy among countries.


Article 3 These Measures apply to full-time international students pursuing junior college academic degrees in our university (hereinafter referred to as "international students"). International students receiving non-academic education for one semester or more in our university shall be governed by reference to these Measures.

Chapter II Academic System

Article 4 A credit system shall be implemented for international students.


Article 5 A combination of basic academic system and flexible academic system shall be adopted for international students during their study at the university. For international students pursuing higher vocational education, the standard academic system is 3 years, and the study duration ranges from 3 to 6 years. International students with excellent academic performance who complete the required number of credits for graduation in advance shall be allowed to graduate early. If a student fails to complete the required courses within 3 years of study at the university, they may extend their study period (including suspension of studies) to complete their studies, but the extended period shall not exceed 3 years. The maximum study duration includes the period of suspension of studies and retention of student status. During the extended study period, students shall pay relevant fees (such as tuition fees and accommodation fees) for the extended academic year in accordance with the university's regulations.

Chapter III Admission and Registration

Article 6 In accordance with the relevant provisions of the university's international student enrollment work, new students shall bring the original copies of required materials, including valid passport, student (X) visa to China, Admission Notice and Visa Application Form for Foreign Students Studying in China (JW202), and report to the university on time in accordance with the provisions of the university's Guide for New Student Registration to complete various admission procedures.


Students who cannot register on time due to special reasons shall apply for leave to the School of International Education (hereinafter referred to as "SIE") in writing with relevant certificates attached. The leave period shall generally not exceed two weeks; otherwise, they shall be deemed to have voluntarily given up their admission qualification (except for force majeure and other justifiable reasons).


Article 7 After arriving at the university, new international students must undergo a medical examination in accordance with the regulations, and the medical examination fee shall be borne by the students themselves. The university has the right to cancel the admission qualification of students who fail the medical examination and require them to leave the country within a specified time limit. Both new and returning international students must purchase personal insurance in a timely manner in accordance with the regulations, and the insurance fee shall be borne by the students themselves. The university has the right to cancel the admission qualification and student status of students who fail to purchase personal insurance and require them to leave the country within a specified time limit.


Article 8 After new students enroll, the university shall verify their registration materials in accordance with the regulations. Students who pass the admission qualification verification and medical examination, pay tuition fees, accommodation fees and purchase personal insurance in accordance with the regulations shall be registered and granted student status. Those who practice fraud or have illegal or disciplinary records before admission shall have their admission qualification cancelled once verified, and shall be included in the "blacklist" of the Zhejiang Provincial Information Management Platform for International Students in China.


Article 9 International students who have obtained student status must return to the university on time with the receipt of tuition and accommodation fees or the receipt of international remittance (certificate), and complete the student status registration procedures at SIE within the registration period specified by the university. Students who cannot register on time due to special reasons must go through the leave formalities with SIE in advance; otherwise, their absence shall be recorded as unexcused absence.


Article 10 The university has the right to refuse registration and cancel the student status of students who default on tuition fees and accommodation fees or maliciously default on fees. International students who fail to register shall not participate in various teaching activities organized by the university. Students who fail to register without justifiable reasons for more than two weeks (10 working days) shall be deemed to have voluntarily given up their student status and shall be treated as automatic withdrawal from school.


Article 11 The maximum duration of enrollment (including suspension of studies) for international academic students shall be three years beyond the academic system specified for their major. Students who exceed the specified duration shall not be registered.

Chapter IV Attendance and Discipline

Article 12 International students shall participate in all activities arranged by the university and specified in the teaching plan on time. Attendance checks shall be conducted for all teaching and practical links. The university, colleges and course instructors may adopt various methods to check students' class attendance. Students who are absent without reason shall be recorded as having unexcused absence.


Article 13 International students shall abide by classroom discipline when attending classes, listen attentively, shall not be late or leave early, and shall not leave the classroom without the teacher's permission.


Article 14 The statistics of international students' teaching attendance (including class attendance rate, lateness, early departure, unexcused absence and other learning status) shall be the responsibility of course instructors and included in the records of students' personal usual performance. Course instructors shall report the attendance status to the on-campus management system in a timely manner. For students with poor performance and an attendance rate below 70%, the secondary college where the student's major is located, SIE and the Academic Affairs Office shall be responsible for conducting interview education and issuing academic warnings to the students.


Article 15 Students who cannot participate in teaching activities on time shall go through the leave formalities in advance and obtain approval in accordance with the university's provisions on international students' attendance management.


Article 16 Students who are absent without leave, absent with unapproved leave, exceed the leave period without going through the formalities for extending leave, or fail to cancel their leave in a timely manner shall all be recorded as having unexcused absence. Three instances of lateness or early departure of an international student shall be counted as one class hour of unexcused absence. The duration of unexcused absence shall be calculated based on the actual teaching hours. Students with unexcused absence shall be dealt with in accordance with the relevant provisions of the university.


Article 17 International students shall enjoy the statutory holidays of China. They must go through relevant procedures when leaving the university or the country during statutory holidays, winter vacations and summer vacations.


Article 18 The university shall not grant holidays for the holidays of international students' home countries, religious festivals and activities, or major foreign affairs activities. If an international student really needs to take leave for such reasons, they may submit an application to SIE for approval.

Chapter V Courses and Academic Record Keeping

Article 19 International students shall participate in the assessments of courses and various educational and teaching links specified in the university's educational and teaching plan. The assessment results shall be recorded in the transcript and filed in their personal archives. Students who fail to participate in assessments without reason shall be treated as having unexcused absence from the examination, and their course scores shall be recorded as zero.


Article 20 A grade scoring system may be adopted for the results of practical teaching links such as practical training, internships, graduation comprehensive practice and social surveys. A percentage scoring system shall be adopted for the results of other courses, with 60 points as the passing score. The result assessment shall take into account both the usual performance score of the semester and the final assessment score. The usual performance score may be comprehensively determined based on attendance, homework, classroom performance and quizzes, accounting for no less than 30% of the total score generally. Students who fail a course assessment shall take a make-up examination, and the make-up examination results shall be recorded as either "passed" or "failed".


Article 21 Students who cannot participate in a course assessment due to special reasons shall submit a written application for deferred examination to the secondary college where their major is located and SIE in advance. They may take a deferred examination only after obtaining approval.


Article 22 International students who fall into any of the following circumstances shall be disqualified from taking the examination of the relevant course. The course score shall be recorded as zero, and they shall not be allowed to take the make-up examination and must retake the course:

(1) Students who have accumulated absences (including sick leave, personal leave, unexcused absence, etc.) reaching or exceeding one-third of the total teaching hours of the course in one semester;

(2) Students who have failed to submit one-third of the homework assignments in one semester;

(3) Students who have committed serious homework plagiarism.


Article 23 Students must take make-up examinations for courses they have failed. They must retake the courses if they still fail the make-up examinations.


Article 24 Students who are absent from an examination without reason, violate exam discipline or cheat in an examination shall have their total scores of the relevant course recorded as zero. They shall be denied the opportunity to take the make-up examination and given corresponding disciplinary sanctions based on the circumstances.

Chapter VI Major Transfer

Article 25 International students may apply for a major transfer, but those who fall into any of the following circumstances shall not be allowed to transfer majors:

(1) Recipients of the Zhejiang Provincial Government Scholarship for International Students in China;

(2) Students in the second year or above of the junior college program;

(3) Students who should be withdrawn from school, are on suspension of studies, have their student status retained, or have their admission qualification retained.


Article 26 Procedures for international students' major transfer:

International academic students who intend to apply for a major transfer shall submit a formal written application at the end of the first semester after enrollment. SIE shall be responsible for reporting and modifying the registration information in the higher-level information platform for international students in China for students who have successfully transferred majors.

(1) The secondary college where the student's major is located shall establish a working group for student major transfer. Based on teaching resources and professional characteristics, the group shall formulate the application conditions, planned number of students and assessment criteria for accepting major transfers;

(2) The university shall issue a notice on major transfer in the first semester of each academic year, specifying the application period for major transfer and the planned number of students for each major to accept major transfers;

(3) In accordance with the notice on major transfer, international students shall fill in the Application Form for Major Transfer of Wenzhou Vocational & Technical College within the specified time and submit it to the secondary college from which they intend to transfer. After the secondary college from which the student transfers signs its opinion, SIE shall review the application, and the result shall be filed with the Academic Affairs Office. The Academic Affairs Office shall summarize the list of students applying for transfer to each major and submit the list and application forms to the secondary college to which the student intends to transfer;

(4) The secondary college to which the student intends to transfer shall verify the eligibility of the applying students. If the number of students applying for transfer to a major exceeds the planned number of students for accepting major transfers, the secondary college to which the student intends to transfer shall organize a special assessment and admit students in descending order of their assessment scores. The secondary college to which the student intends to transfer shall sign its opinion and submit it to SIE for review. The Academic Affairs Office shall make the review result public, and submit the publicized result to the university for approval before issuing an official document;

(5) For students who have been approved to transfer majors, the credits they have already obtained that meet the requirements of the talent cultivation plan of the major they transfer to shall be counted as compulsory or specialized elective course credits upon confirmation by the secondary college to which they transfer. Other course credits shall be counted as general elective course credits. Students must make up for the courses specified in the talent cultivation plan of the major they transfer to for which they have not obtained credits. International students shall bear the responsibility for matters related to major transfer, such as course make-up and inability to be evaluated for scholarships.

Chapter VII Suspension and Resumption of Studies

Article 27 International students who fall into any of the following circumstances shall be allowed to suspend their studies upon approval by the university:

(1) Students who need to suspend classes for treatment or recuperation for more than one-third of a semester due to illness or injury, as diagnosed by a university-designated hospital;

(2) Female students who get married, become pregnant or give birth during their study at the university;

(3) Students affected by force majeure factors such as sudden wars or coups in their home countries;

(4) Students who need to suspend their studies due to special family or personal changes, or as deemed necessary by the university;

(5) Students who have to suspend their studies due to other emergencies or contingency events.


Article 28 Students applying for suspension of studies must submit a formal written application. After joint review and approval by the secondary college where their major is located and SIE, the application shall be filed with the Academic Affairs Office. Suspension of studies shall generally be granted for one academic year. Students who still cannot resume their studies after the expiration of the suspension period may apply for an extension of the suspension period for another academic year upon approval by the university, but the total suspension period shall not exceed the maximum study duration.


Article 29 Once the application for suspension of studies is approved, the international student shall complete the relevant procedures for leaving the university and the country within one week. International students shall not enjoy any benefits of on-campus students during the suspension period. The student himself/herself and his/her family in the home country shall bear all safety responsibilities of the international student during the suspension period. If a suspended student violates Chinese laws, regulations or the university's rules and regulations during the suspension period, his/her qualification for resuming studies shall be cancelled and his/her student status shall be expelled once verified.


Article 30 Students applying for resumption of studies shall submit a written application to SIE three months before the start of the new semester. Students who suspended their studies due to illness shall also provide relevant materials such as a medical health certificate issued by a public hospital in their home country. For students approved by the university to resume their studies, SIE shall handle the Admission Notice (for Resumption of Studies) and Visa Application Form for Foreign Students Studying in China (JW202) for them. After arriving at the university, the students must undergo a medical examination at a university-designated hospital within one week. Only those who pass the medical examination may formally resume their studies and study with the next grade of their original major.


Article 31 Generally, suspended students shall not be allowed to resume their studies in advance. Students who fail to complete the resumption procedures within the time limit shall be deemed to have voluntarily given up their student status and shall be treated as automatic withdrawal from school.

Chapter VIII Academic Warning and Withdrawal from School

Article 32 Academic warnings for international students shall be divided into general warning and withdrawal warning. A general warning shall be issued to students who have accumulated 2 or more failed compulsory courses, or who leave the university without approved leave and fail to participate in the university's specified teaching activities for three consecutive days. A withdrawal warning shall be issued to students who have accumulated 3 or more failed compulsory courses, or who leave the university without approved leave and fail to participate in the university's specified teaching activities for one week, or who fail to submit an application for resumption of studies within one week after the expiration of the suspension (or retention of student status) period, or who fail to register within one week after the start of the semester without justifiable reasons, or who fail to complete their studies by the last year of the maximum study duration (including suspension) specified by the university.


Article 33 Students who fall into any of the following circumstances shall be withdrawn from school:

(1) Students who have accumulated 5 or more failed compulsory courses;

(2) Students who exceed the specified maximum study duration at the university;

(3) Students who fail to complete the resumption procedures within the time limit after the expiration of the suspension period;

(4) Students who are diagnosed by a university-designated hospital as unfit to continue studying at the university due to illness or accidental injury (disability);

(5) Students who leave the university without permission and fail to participate in the university's specified teaching activities for two consecutive weeks;

(6) Students who fail to ask for leave, return to the university on time, or complete the registration procedures within the specified time within two weeks after the start of the semester;

(7) Students who violate Chinese laws, regulations or the university's rules and regulations;

(8) Students who voluntarily apply for withdrawal from school;

(9) Students who cannot complete their studies and should be withdrawn from school in other circumstances as specified by the university.


Article 34 For students who voluntarily apply for withdrawal from school, the application must be signed and approved by their parents or guardians.


Article 35 For the withdrawal of international students, SIE and the secondary college where the student's major is located shall jointly put forward review opinions. The disciplinary management department shall put forward a proposal, which shall be submitted to the university leader in charge and then to the President's Office Meeting for approval. The university shall issue a withdrawal document and deliver it to the student in person for signature. If the document cannot be delivered to the student in person due to special circumstances or the student refuses to sign, SIE shall record the situation, have it certified by two or more present personnel, and issue a public notice on the SIE website for delivery by public notice.


Article 36 The follow-up matters concerning international students' withdrawal from school shall be handled in accordance with the following provisions:

(1) Withdrawn students shall complete the withdrawal procedures and leave the university within 5 working days from the date of receiving the withdrawal notice, and cancel their residence permits at the local public security bureau. If a withdrawn student fails to complete the withdrawal procedures within 5 working days after receiving the withdrawal notice, SIE shall automatically cancel their student status and all on-campus affiliations;

(2) Withdrawn students shall not apply for resumption of studies.

Chapter IX Graduation and Completion

Article 37 International students who complete the content specified in the professional talent cultivation plan within the study duration specified by the university, pass all courses and meet the graduation requirements shall be approved for graduation, and the university shall issue a graduation certificate to them.


Article 38 International students who complete the content specified in the professional talent cultivation plan within the study duration specified by the university but fail to meet the university's graduation requirements may be approved for completion, and the university shall issue a completion certificate to them. Students who fail to meet the graduation requirements within the study duration specified by the university may apply to retake the failed courses within the maximum study duration specified by the university. Those who pass the retake shall be issued a graduation certificate by the university, and the graduation time shall be filled in according to the date of issuance of the certificate.


Article 39 International students who withdraw from school after studying at the university for more than one academic year and completing the specified courses shall be issued an incompletion certificate by the university. Students who have studied at the university for less than one year or have been expelled from school shall be issued a certificate of academic records by the university.


Article 40 International students shall leave the university and the country within 5 working days after graduation upon completing various procedures in accordance with the regulations.

Chapter X Supplementary Provisions

Article 41 These Measures shall come into force on the date of issuance. If there are adjustments to national or higher-level policies, the new documents of the state and higher-level authorities shall prevail.


Article 42 These Measures shall be interpreted by SIE and the Academic Affairs Office.
