Chapter I General Provisions
Article 1 To promote the internationalization of the College’s school-running, standardize the work of recruitment, cultivation, administration and services for international students, these Measures are formulated in accordance with the Measures for the Administration of Recruitment and Cultivation of International Students in Schools (Order No. 42 of the Ministry of Education, Ministry of Foreign Affairs and Ministry of Public Security), the Guiding Opinions of Zhejiang Province on Strengthening the Recruitment and Cultivation of International Students in Colleges and Universities (2022 Revised Version) (Zhejiang Higher Education International Student Management Committee [2022] No. 006), as well as relevant provisions of higher-level public security, security, foreign affairs and other departments, and in light of the actual situation of the College.
Article 2 For the purpose of these Measures, "international students" refer to foreign students who do not hold Chinese nationality in accordance with the Nationality Law of the People's Republic of China and receive education at the College.
Article 3 When recruiting and cultivating international students, the College shall abide by Chinese laws, regulations and national policies, safeguard national sovereignty, security and social public interests, standardize administration and ensure quality. International students shall abide by Chinese laws and regulations, and respect Chinese customs and habits, and comply with the College’s rules and regulations, and complete their academic tasks at the College.
Article 4 The Leading Group for the Opening-up of Education of the College shall be fully responsible for the overall coordination of the recruitment, teaching, daily administration and services of international students, as well as the alumni liaison work after their graduation.
Article 5 The Office of International Cooperation and Exchanges (School of International Education, hereinafter referred to as "SIE") shall communicate with higher-level competent authorities and relevant responsible institutions, conduct macro-management, guidance and coordination on the recruitment, cultivation and administration of international students in accordance with relevant national provisions, and at the same time be responsible for the recruitment and administration of international students. All relevant departments of the College shall implement the "integrated management" principle for Chinese and international students, incorporate the cultivation, education and service work for international students into their overall plans, and perform their respective duties to ensure the smooth implementation of international student cultivation work across the College. The secondary colleges where international students’ majors are located (hereinafter referred to as "secondary colleges") shall be responsible for the teaching and collaborative administration of international students. The division of responsibilities of relevant departments for the recruitment and cultivation administration of international students is detailed in Appendix 1.
Chapter II Admission Administration
Article 6 The international student education of the College is divided into academic education and non-academic education.
Article 7 Based on its own school-running conditions and cultivation capabilities, and in conjunction with the construction plan of the second round of the "Double High-Level Plan" (High-Level Vocational Colleges and High-Level Professional Clusters Construction Plan), the College shall independently determine the enrollment majors and plans for international students. In principle, each secondary college shall confirm the international student enrollment majors for the next academic year by the end of December each year, and jointly formulate the enrollment plan with SIE. SIE shall be responsible for drafting the international student enrollment brochure in accordance with relevant national provisions. The brochure shall be implemented and published after being studied and confirmed by the President's Office Meeting and the Party Committee Meeting, and the College shall strictly recruit international students in accordance with the application requirements and procedures specified in the enrollment brochure.
Article 8 SIE shall be responsible for the review of international student enrollment majors and the admission work of international students across the College. Secondary colleges shall assist in conducting enrollment promotion, and the College encourages all secondary colleges to actively recruit international students through various channels.
Article 9 SIE shall be responsible for reviewing the admission eligibility of international students who apply for admission, and cooperate with secondary colleges in conducting examinations or assessments for them.
Article 10 SIE shall be responsible for the admission procedures and formalities for approval of international students coming to China, filing with national and provincial educational administrative departments and relevant responsible institutions, handling the entry and enrollment procedures for international students in accordance with relevant national laws and regulations, and assisting the Academic Affairs Office in completing the electronic registration of student status for academic students.
Article 11 With the consent of the original admitting school, the College may admit international students who have been admitted by or transferred from other schools in accordance with the work procedures specified in the enrollment brochure.
Article 12 The charging items and standards for international students shall be implemented in accordance with the College’s financial provisions. The College shall publish the charging items and standards for international students through the enrollment brochure every year. All fees and fee refunds shall be calculated in RMB.
Chapter III Teaching Administration
Article 13 The College shall incorporate the teaching of international students into its overall teaching system. Secondary colleges shall select teaching staff suitable for teaching international students, arrange the class placement or insertion of international students into existing classes, and establish and improve the education and teaching quality assurance system.
Article 14 The College shall carry out orientation education for international students, including learning about national and school conditions, relevant Chinese laws and regulations, the College’s rules and regulations, knowledge of safety risk prevention, etc., and familiarizing themselves with the professional cultivation plan, teaching requirements, graduation requirements, etc. SIE shall be responsible for formulating and distributing the Chinese-foreign language Handbook for International Students in China and ensuring that the content is known to the students.
Article 15 The Academic Affairs Office shall organize secondary colleges to formulate characteristic talent cultivation programs for international students. The programs shall be implemented after review by SIE. The Academic Affairs Office shall also coordinate the arrangement of teaching tasks, organize teaching work, and incorporate such work into the academic administration system for management.
Article 16 The professional talent cultivation programs for international students shall include the requirements for Chinese proficiency upon graduation, as well as compulsory requirements for orientation education courses, Chinese proficiency cultivation courses, courses on an overview of China, courses on the Chinese Path and Chinese Model, and social practice courses. National defense education sessions and military courses (including military theory teaching and military skills training) shall not be included. The College shall arrange sufficient and appropriate Chinese language courses and courses on an overview of China to meet the course-taking needs of international students.
Article 17 International students shall participate in course learning in accordance with the talent cultivation plan specified by the College, and take the corresponding examinations or assessments in accordance with relevant provisions. Secondary colleges shall truthfully record their academic achievements and daily performance.
Article 18 Secondary colleges shall incorporate the teaching quality of international students into the overall teaching quality monitoring, implement whole-process management, and conduct daily teaching supervision and special teaching inspection. The Planning and Quality Office shall provide guidance and supervision.
Article 19 With the application of the international student himself/herself and the approval of the College, international students shall be allowed to apply for intra-school major transfer after enrollment. The conditions and procedures for major transfer shall be handled in accordance with the College’s provisions, and the application for major transfer of international students shall be filed and registered with SIE.
Article 20 Chinese is the basic teaching language for the College to cultivate international students. For international students whose Chinese proficiency fails to meet the learning requirements, the College may provide necessary remedial support. For majors with the necessary conditions, specialized courses taught in English may be offered for international students. International students receiving education in English may write their graduation theses in English, but the thesis abstracts shall be in Chinese, and they may use English for the thesis or graduation project defense.
Article 21 Secondary colleges shall be responsible for identifying internship enterprises in accordance with the talent cultivation plan, organizing international students to participate in internship in post and graduation practice, and providing professional guidance and post management during the internship period. The selection of internship and practice locations shall comply with relevant national provisions. The Academic Affairs Office shall be responsible for the overall arrangement and coordination of students’ internship in post, and secondary colleges shall be responsible for the organization, coordination, management and guidance of school-enterprise cooperation-related activities. SIE shall provide assistance for eligible students in handling the formalities for adding an internship endorsement to their visas.
Article 22 The Academic Affairs Office shall be responsible for the graduation eligibility review of international academic students, and SIE shall cooperate in the work of issuing graduation (completion, withdrawal) certificates to international students. For international students receiving higher academic education, the Academic Affairs Office shall promptly complete the electronic registration of graduation certificates and submit the student status information of graduated international students to the Ministry of Education and the Zhejiang Provincial Department of Education. The Academic Affairs Office shall also be responsible for the production and issuance of graduation (completion, withdrawal) certificates for international academic students and the issuance of certificates for non-academic students.
Article 23 The College shall strengthen the ideological education of international students. In light of the characteristics of the international student group, it shall systematically plan and gradually integrate ideological education into the professional learning and daily life of international students. By making use of various resources and carriers, the College shall strive to innovate the content and forms of ideological education, fully utilize online information-based methods to carry out positive guidance and publicity for international students, and enhance their ideological and emotional identification with China’s development concepts and development path.
Chapter IV On-Campus Administration
Article 24 International students studying at the College are an important part of the College’s student body. All functional departments shall establish and improve relevant administrative systems for international students. In accordance with the principle of integrated management for Chinese and international students, each department shall incorporate the administration of international students into its own system, and conduct the administration of international students in a legal, scientific and standardized manner.
Article 25 The College shall assign international student counselors in accordance with relevant national and provincial provisions, and ensure that the number of counselors, funding support and related resources are matched with the scale of international students. Counselors shall be responsible for understanding the learning and living needs of international students and promptly providing services in terms of information, consultation, cultural and sports activities, etc. Each secondary college shall assign cadres in charge of international student work and full-time/part-time administrative staff.
Article 26 The College shall carry out education for international students on Chinese laws and regulations, school rules and regulations, national and school conditions, excellent traditional Chinese culture and customs, etc., to help them quickly become familiar with and adapt to the learning and living environment.
Article 27 The College shall encourage international students to participate in cultural and sports activities that are beneficial to their physical and mental health, and provide convenient conditions for their participation. International students may voluntarily participate in public welfare activities and celebrations of major Chinese festivals. The College shall generally not organize international students to participate in military training or political activities.
Article 28 With the approval of the College, international students may hold activities to celebrate important traditional festivals of their home countries at designated places and within designated scopes on campus, but such activities shall not contain content that opposes or attacks other countries or nations, or words and deeds that violate public morality.
Article 29 The College shall respect the ethnic customs and religious beliefs of international students, but shall not provide religious activity venues. No religious activities such as preaching or religious gatherings shall be conducted on campus.
Article 30 International students may participate in work-study programs during their study at the College, but shall not engage in employment, business operations or other profit-making activities.
Article 31 The College shall formulate the student status management measures for international students with reference to the student status management provisions for Chinese students. If the College decides to deal with an international student by ordering withdrawal from school or imposing the disciplinary action of expulsion from school, it shall file for the record in accordance with the provisions of the educational, public security and other relevant government departments.
Chapter V Social Administration
Article 32 The College shall strengthen the management of international students’ residence and visas, and keep records of the issuance of visa application forms. For international students who have been issued admission letters and visa application forms but fail to register at the College, who hold visas or residence permits but fail to register normally and cannot be contacted, or who have expired visas or residence permits and stay in China illegally, the College shall verify each case one by one, compile a list, and promptly report to the public security exit-entry administration department.
Article 33 When enrolling international students under the age of 18 whose parents do not have permanent residence in China, the College shall require their parents to formally entrust a foreigner or Chinese national with permanent residence in China as the guardian of the international student, and provide relevant supporting documents. The guardian’s entrustment document shall be authenticated by a Chinese embassy/consulate abroad or notarized by a notary public in the country of residence.
Article 34 Upon enrollment, international students shall, in accordance with the provisions of the Chinese health administrative department, go to the Chinese health and quarantine department to complete the confirmation formalities for the Foreigners' Medical Examination Record or undergo a medical examination.
Article 35 International students whose medical examination results do not meet the relevant provisions of the state and the College shall undergo a re-examination within 30 days after receiving the notice. Those who still fail to meet the standards after the re-examination shall be deemed to have voluntarily waived their admission qualification.
Article 36 The College implements a comprehensive insurance system for all international students. For international students already studying at the College who refuse to purchase insurance, SIE shall notify them through both written delivery and email, and grant a 15-day grace period. A decision to order withdrawal from school for those who still fail to purchase insurance after the grace period shall be made upon resolution of the President's Office Meeting.
Article 37 For international students who violate the provisions of laws and regulations such as the Exit and Entry Administration Law of the People's Republic of China, Public Security Administration Punishments Law of the People's Republic of China, Regulations of the People's Republic of China on the Administration of Foreigners' Entry and Exit and Provisions on the Administration of Religious Activities of Foreigners within the Territory of the People's Republic of China, the public security and other competent departments shall handle them in accordance with the law, and the College shall provide cooperation and impose corresponding disciplinary sanctions.
Chapter VI Supplementary Provisions
Article 38 These Measures shall be based on the latest relevant national, provincial and municipal policy documents, and shall be automatically updated and adjusted in a timely manner.
Article 39 These Measures shall come into force as of the date of issuance and shall be interpreted by the Office of International Cooperation and Exchanges (School of International Education).
