Provisions on the Administration of Attendance and Discipline for International Students
Author: Date:Nov 6, 2025

The scope of attendance management for international students of our College covers all teaching activities organized and arranged by the College. This includes classroom teaching, practical training, internships, study tours, social practice and other related activities, as well as apartment accommodation management.

I. Scope of Application

These Provisions apply to full-time international academic students currently studying at the College (hereinafter referred to as "international students"). Non-academic international students shall be governed by reference to these Provisions.

II. Leave Management

If an international student is unable to participate in the College’s teaching activities due to special reasons, he/she must go through the written procedure of asking for leave in advance and obtain approval. Applying for supplementary leave after the fact is not allowed, with the exception of cases of sudden illness or emergency where supplementary leave application is permitted within 3 days after the fact.

For sick leave, a medical certificate issued by the College Infirmary or a hospital is required. For personal leave, sufficient reasons must be provided, and such leave shall be subject to strict approval.

During their study at the College, international students must go through the procedure of asking for leave if they need to leave the urban area of Wenzhou or stay overnight off-campus. This requirement applies regardless of holidays (including weekends), and any failure to comply shall be deemed as unauthorized absence from the College.

The procedure of asking for leave for international students follows an online approval process. Specifically, leave of less than 3 days that does not involve off-campus accommodation shall be approved by the class supervisor.

For leave of 3 days (inclusive) to less than 7 days that does not involve off-campus accommodation, it shall be subject to two-level approval by the class supervisor and the international student counselor.

As for leave of 7 days (inclusive) or more, or leave that involves off-campus accommodation or leaving the urban area of Wenzhou, it shall be subject to three-level approval by the class supervisor, the international student counselor, and the relevant person in charge of the School of International Education (SIE). Additionally, a fully completed written leave application form must be provided as a necessary attachment.

The leave shall be deemed approved only when the entire approval process is completed.

After the leave period expires, the student must complete the leave cancellation procedure within one working day of the scheduled return date. If the student cannot return on time due to special reasons, he/she must submit supporting documents and go through the procedure of applying for extended leave.

Those who fail to go through the procedure of applying for extended leave or whose application for extended leave is not approved shall be treated as overstaying leave. After leaving the College upon completing the procedure of asking for leave, international students must strictly abide by all Chinese laws and regulations. They should also enhance their safety prevention awareness, and the student who has been granted leave shall bear full responsibility for his/her own actions during the leave period.

III. Teaching Attendance Management

International students shall observe classroom discipline when attending classes, listen attentively, and must not be late or leave early. They shall not leave the classroom without the teacher’s permission.

Any absence without prior leave approval, overstaying leave, or unapproved leave or supplementary leave shall be recorded as unexcused absence. For the cumulative count of the semester, 3 instances of being late or leaving early shall be counted as 1 class hour of unexcused absence. For a full day of unexcused absence, the number of unexcused class hours shall be calculated based on the actual teaching hours of the day. For teaching internships, social practice and similar activities, each day of unexcused absence shall be counted as 6 class hours.

International students with unexcused absence shall be given criticism and education or disciplinary sanctions based on the number of unexcused class hours and the specific circumstances. If a student’s cumulative absences (including sick leave, personal leave, unexcused absence and other types of absence) reach or exceed one-third of the total teaching hours of a course in one semester, he/she shall be disqualified from taking the exam for that course. If a student’s cumulative leave throughout the semester reaches or exceeds one-third of the total class hours, he/she shall not be allowed to take exams and shall be placed on academic suspension.

The statistics of teaching attendance for international students—including class attendance rate, lateness, early departure, unexcused absence and other learning-related performance—shall be the responsibility of the course instructor. These statistics shall also be included in the student’s personal usual performance record.

For students with poor performance and an attendance rate below 70%, the secondary college where the student’s major is located, the School of International Education (SIE) and the Academic Affairs Office shall be responsible for conducting criticism and education, and issuing an academic warning to the student. The College shall submit information on students with substandard attendance to the exit-entry administration department in accordance with relevant regulations.

After each class, the course instructor must carefully verify the students’ attendance and report the results to the on-campus management system in a timely manner. For students with a weekly attendance rate below 70%, the class supervisor shall conduct a heart-to-heart talk with the student and keep a written record of the conversation. For students whose unexcused absence meets the criteria for disciplinary violations, the School of International Education (SIE) shall work with the secondary college to put forward corresponding opinions on disciplinary sanctions.

IV. Apartment Attendance Management

The international student apartments of the College implement a daily attendance system, and students are strictly prohibited from returning late or staying out overnight without reason. Specific provisions shall be implemented in accordance with the Measures for the Administration of International Student Apartments of Zhejiang Industry & Trade Vocational College. Any student who violates these provisions shall be dealt with in accordance with the Detailed Rules for the Implementation of Disciplinary Sanctions Against International Students of Zhejiang Industry & Trade Vocational College.

The School of International Education (SIE) shall be responsible for the process management of international students’ late return and overnight absence. For one instance of returning late, the student shall be given a verbal warning and a circular of criticism. For two instances of returning late, the student shall receive a heart-to-heart talk for education and a written record shall be kept. For repeated late returns (3 or more times) or unexcused overnight stays off-campus, the student shall be given corresponding disciplinary sanctions based on the specific circumstances.

V. Others

If an international student has unexcused absence or receives disciplinary sanctions due to violating attendance regulations, he/she shall not be eligible for scholarships, grants, honorary titles or similar benefits during the current semester or the disciplinary period. For students who have already been awarded scholarships or grants, the unpaid portion of such funds shall be suspended.
